Justen R Noakes

President / CEO

Justen Noakes has over three decades of experience in the retail industry, including supply chain logistics, project management and emergency management. Mr. Noakes has extensive expertise in building and managing world class business continuity and emergency management programs from the ground-up. He has led a top rated retailer through some of the largest disasters in the United States, including Hurricanes Rita, Ike and Harvey, the COVID-19 Pandemic, Winter Storm Uri and the Uvalde Robb Elementary School Shooting just to name a few.

Julie Kay Roberts

President 

JK Roberts, LLC

Julie Kay Roberts is a strategic communications and emergency management veteran with two decades
of experience in the public and private sector. After a decade of serving in state and federal
government positions, Roberts returned to the private sector as President of JK Roberts, LLC,
specializing in strategic planning, crisis communication, emergency management, media relations, and
risk assessments with continuity planning.

Roberts has served as the Deputy Chief of Staff and Director of Communications for the
National Oceanic and Atmospheric Administration (NOAA) where she developed and implemented the
agency’s strategic communication plans for on-going operational programs. Ms. Roberts developed a strategy for a public-private function within the Communications Office to build on existing relationships while expanding
new partnerships.

 

Prior to NOAA, Ms. Roberts served as the External Affairs Director for the Florida Division of Emergency Management where she built a robust private-public partnership office. When the 2016
Pulse Nightclub mass shooting occurred the relationships cultivated with the private sector came
together to support survivors and victims’ families. The best practices developed during the incident
would go on to be used in other mass shooting events.

Josh Brown

Director - Texas ESD Consulting

Josh Brown brings over 25 years of management experience and a 20-year commitment to the fire service. His passion for community service and dedication to public safety have shaped his remarkable career. Josh's fire service began as a volunteer firefighter in 2003. As Treasurer and an active VFD Board member, he contributed significantly to the volunteer fire department, helping the ESD transition into a career-paid fire service in 2012.

 

In 2016, Josh moved full-time to become the General Manager of Bexar County ESD No. 2, overseeing government operations and helping transform the ESD into one of Texas's largest districts.

 

As the Emergency Services District General Manager, Josh oversees government operations, including financial management, government compliance, information technology, contract management, facility construction, risk mitigation, human resources, legislative advocation, as well as leadership and technology training.

 

He also serves as the Executive Director of the Bexar County Emergency Services Districts Association (BCESDA), advocating legislatively for ESDs at the state and county levels.

Travis Cryan

President 

TLC_TRNG, LLC

Travis Cryan brings more than 25 years of public safety, emergency preparedness, and strategic training experience across federal, state, local, and private sectors. As a Certified Emergency Manager (CEM), he has led multidisciplinary teams through major response operations, developed national-level doctrine for situational awareness programs, and built sustainable training infrastructures for mission-critical organizations.

Travis thrives in complex environments. His leadership has shaped programs within the District of Columbia Homeland Security and Emergency Management Agency, Duke Energy, and the federal judiciary—where he helped launch an all-hazards fusion center for the Administrative Office of the U.S. Courts. He currently advises emergency management leaders as the owner of TLC_TRNG, providing custom training programs that combine adult learning principles with real-world application.

Known for blending structure with agility, Travis builds resilient teams through simple frameworks and deep stakeholder engagement. He has been actively involved with the International Association of Emergency Managers (IAEM) as a longtime voice in national committees on topics ranging from government affairs to training and exercise reform. Travis now provides administrative and training program support to the Private Sector Emergency Management Association (PSEMA) through an agreement with TLC_TRNG.

Stepping out of his comfort zone, Travis wrote and published PREPARE: Our World is Changing. Simple and Easy Ways for Urban Residents to be Ready in late 2024. The book is focused on helping young urban residents understand that being resilient isn’t the same as being a “prepper” and how to approach preparedness by first concurring everyday life.

Travis holds a Master of Science in Management and Leadership from Western Governors University and a BA in Emergency Management. He believes strong teams, simple plans, and easy to distribute training are the bedrock of resilience.

Michelle Wollenzien

Founder & Principal Consultant, InnoSafe Foods

Expert Advisor, Active Food Safety

Michelle Wollenzien is a food safety  expert  with over 25 years of industry experience spanning retail grocery, foodservice, and food manufacturing. She is the Founder of InnoSafe Foods and serves as an Expert Advisor with Active Food Safety, where she consults nationally on regulatory compliance, food safety risk governance, quality systems design, and innovation commercialization.

Michelle has led food safety and quality assurance programs at enterprise scale, including leadership roles at H-E-B/Central Market, Kum & Go, and Maverik. Her expertise includes FSMA compliance, HACCP program development, supplier verification, recall management, crisis response, and facility flow design in alignment with FDA and USDA standards.

A certified PCQI, HACCP trainer, and CP-FS, Michelle is also certified to train food manager and food handler through State Food Safety.  She has successfully guided national and regional brands through complex commercialization projects, including new product rollouts, central kitchen buildouts, and cross-functional training programs that align operations with regulatory and customer requirements. She has consulted national brands through root cause investigations during regulatory crises such as foodborne outbreaks and FDA investigations. 

Michelle is known for developing scalable food safety systems that support innovation, reduce risk exposure, and ensure brand integrity. She brings strategic insight, technical depth, and operational discipline to every engagement, with a strong focus on continuous improvement, compliance optimization, and cross-functional alignment.
